About the role

APPLY HERE: https://wia-gold-flow.base44.app/careers/WIA-2026-001?source=government The Human Resources Manager will set up, lead and grow the HR function for the Kokoseb Gold Project in Namibia. You will build the people strategies and systems that carry the project through construction and commissioning and into long-term mine operation, while keeping the business compliant with Namibian labour law and corporate governance. The role covers the full HR value chain and acts as a trusted advisor to executive leadership. Key responsibilities • Develop workforce plans aligned to the construction schedule and operational requirements, and lead mobilisation for both phases • Coordinate onboarding, mobilisation and expatriate work permits • Design organisational structures, performance management, talent management and succession frameworks • Lead recruitment strategy and governance, build pipelines for scarce skills and manage recruitment agencies • Drive localisation and skills transfer, including graduate, apprenticeship, internship and bursary programmes • Manage employee and industrial relations, including disciplinary, grievance and dispute processes, union engagement and collective bargaining • Develop and manage remuneration structures, benchmarking, incentive schemes and benefits • Set governance standards for the contractor workforce and monitor labour-law compliance • Build HR dashboards and workforce analytics, and digitise HR processes • Own the HR budget, HR policies and procedures, and compliance with the Namibian Labour Act • Lead wellness, engagement and internal communication programmes Location: Mine site, Namibia, with regular road travel between Windhoek and site To apply, visit: https://wia-gold-flow.base44.app/careers/WIA-2026-001?source=government **Special Requirements:** • Postgraduate qualification in HR Management, Organisational Development, Labour Relations or a related field • Experience supporting mining projects through feasibility, development, construction or expansion • Experience designing localisation strategies and workforce mobilisation for greenfield projects **Company Contact:** Address: 14 Liliencron Street, Klein Windhoek Windhoek, KH, Namibia Phone: +264817036893 Website: http://wiagold.com.au

Requirements

• Bachelor's degree in Human Resources Management, Industrial Psychology, Industrial Relations, Business Administration, Commerce, Law or a related discipline
• Minimum 10 years' progressive HR experience, including at least 3 years in a leadership role
• Experience in mining, exploration, construction, engineering, manufacturing, energy or another heavy industrial sector
• HR operational readiness experience and a track record of running the full HR value chain
• Strong knowledge of the Namibian Labour Act and employment legislation
• Experience in industrial relations, collective bargaining and expatriate management
• Membership of a recognised Human Resources professional body
• Experience working in remote environments and multicultural settings
• Valid driver's licence and willingness to travel extensively
